The new aircraft are to be based at Canadian Forces Base 14 Wing Greenwood, NS, and CFB 19 Wing Comox, BC. This program will consist of new infrastructure and renovations to existing infrastructure to support the new aircraft at both Bases. It is currently anticipated that most requirements to support this program will be delivered through multiple Modified-Design Build (MDB) contracts (anticipated two at each Base). This advance notice is for the following potential contract:

MDB in support of Hangar Construction (rough order-of-magnitude value - $333M)
  • Design development, construction drawings, and specifications for a new 3-bay maintenance hangar for CFB 19 Wing Comox, based upon a non-site specific 3-bay hangar concept that will be created under a separate MDB contract for CFB 14 Wing Greenwood.
  • Construct the new 3-bay maintenance hangar, which will tentatively include two first-line maintenance bays, one wash bay, workshops, storage, and administrative office space.
  • Construct new mission support centre (most likely part of the hangar.)
It is anticipated that this solicitation will be initiated in Summer 2024. This is conditional on the contract receiving approval to proceed by the Department of National Defence (DND).

  • Concept design for fast-tracked interim (partial) operational flight and maintenance training unit (OTU) for CFB 14 Wing Greenwood.
  • Concept design for a new (full) operational flight and maintenance training unit (OTU) for CFB 14 Wing Greenwood, which may or may not include some or all the interim OTU.
  • Concept design of a non-site-specific recurrent flight training facility.
  • Design development, construction drawings, and specifications for the fast-tracked interim (partial) OTU and the new (full) OTU facility for CFB 14 Wing Greenwood, only. The recurrent flight training facility will be developed and constructed under a separate MDB contract for CFB 19 Wing Comox.
  • Fast-track construction of the interim (partial) OTU at CFB 14 Wing Greenwood, consisting of new construction and/or renovations to existing buildings, or some combination thereof. This facility will include space for at least one full motion flight simulator and other simulator systems (to be provided and installed by others after building delivery.)
  • Construct new (full) OTU at CFB 14 Wing Greenwood, which will tentatively include two full motion flight simulators, and other simulator systems (to be provided and installed by others after building delivery) as well as classrooms, lecture facilities, administrative office space and any re-use of fixtures, furnishings and equipment installed for the Interim OTU.

Having them in Comox and Greenwood was always the plan. 407 LRP Sqn is in Comox and Comox can handle 737s - WestJet flies out of there more than daily.
 
Curious as to what is happening on the CC295. DND website indicates Dec 2022, 15th aircraft accepted in Spain yet 4 months later only the 5th aircraft is delivered. And IOC hasn’t been declared? Did we buy lemons or more likely are turning them into lemons?

They are lemons. Fine enough to replace the Buff. Real deficiencies compared to the Herc. The Chain of Command is now realizing this and is wondering how to fix the platform to make it better fit the role.

For example, the aircraft was supposed to have an FCC determined Calculated Air Release Point (CARP) that tells the crew when to release jumpers or various payloads and it's supposed to land within a certain distance of the desired impact point. This functionality was essential to counteract reduced endurance with the theory that we could accept lower endurance if more automation made up for it. Well that functionality now has problems.....

And I assure you, whatever your opinions, you don't know the half of it. But a big problem is simply the willingness to apply penalties to begin with. And in this case, a real problem is that nobody is willing to simply cancel the contract and sole source stubby Js as we probably should have done.
 
Will the previous PM be penalized for their poor performance on the file as well, maybe by having to return some of that performance pay , in addition to them being shuffled over to a less visible file?
