A potential Canadian military intervention in Haiti can't happen unless all political parties in the troubled nation agree to it, Prime Minister Justin Trudeau said Sunday.

Speaking from Tunisia on the final day of the two-day Francophonie summit, Trudeau announced $16.5 million to help stabilize Haiti, where gangs are strangling access to fuel and critical supplies amid a worsening cholera outbreak.

About half the money is going toward humanitarian aid, and some of the rest is intended to help weed out corruption and prosecute gender-based violence.

But Haiti's government has asked for an international military intervention to combat gangs who have strangled access to fuel and critical supplies in the middle of the outbreak.

The United States wants Canada to lead any military intervention.

Trudeau said Sunday that Canada is working with CARICOM, the organization of Caribbean governments, along with "various actors in Haiti from all different political parties" to get a consensus on how the international community can help.

"It is not enough for Haiti's government to ask for it," he said. "There needs to be a consensus across political parties in Haiti before we can move forward on more significant steps."

He did not rule out eventually establishing a Canadian military mission on the ground in Haiti.

"Canada is very open to playing an important role, but we must have a Haitian consensus," Trudeau said in French.

New sanctions on prominent former officials
A Global Affairs Canada assessment team sent to Haiti to establish some understanding of what is happening and what could help has already returned and provided a report at meetings Trudeau said he attended.

He said the response is complicated because many "political elites" and "oligarchs" in Haiti have used the country's humanitarian crises "to enrich themselves on the backs of the Haitian people."

"So that is why our approach now is not about doing what one political party or the government wants," Trudeau said. "It's calling for a level of consensus and coherence from all actors in Haiti to call for solutions that we can actually get behind and lead on as an international community."

On Saturday Canada expanded its economic sanctions freezing the Canadian assets of Haitian political elites to now include former president Michel Martelly and former prime ministers Laurent Lamothe and Jean-Henry Ceant.

Foreign Affairs Minister Melanie Joly accused the trio of helping gangs undermine Haiti's current government and called on international partners to follow Canada's lead.

"Our goal is to make sure that these people that are profiting from the violence, that are part of a corrupted system, are facing accountability," she said.

Haitian Foreign Affairs Minister Jean Victor Geneus said the new sanctions put real consequences on those causing a "nightmare" in his country.

"These sanctions will have a dissuasive impact," he said in French, while seated between Trudeau and Joly.

Geneus said gangs are raping women and girls, preventing children from attending school and not letting sick people through roadblocks when they seek medical treatment. That means refugees are leaving for neighbouring islands.

"If the necessary conditions for safety are not re-established in a fast and urgent manner, a humanitarian catastrophe is possible in Haiti," he said in French.

I'm glad we dodged that bullet; I don't see any way to move ahead from where they are at the moment, and I also can't see us sending other than a woefully understaffed, undersupported team, then dumping on them when it doesn't get any results.
 
We re coordinating a police training mission in Jamaica to assist- but, and it’s in one of the articles as well, Haiti believes it needs active operational military intervention which we presently aren’t keen to be involved in. Which in this case I agree with.

When I was there in 2004, our ROE were reasonably robust when we were still doing green ops until we Blue Hatted in July - had some close calls but we didn't schwack anyone - and the infantry company were doing patrols, hits on suspected weapons caches and the like...this resulted in a certain late MP calling us terrorists because a constituent of their's complained about his gun running ops being messed around with. The US Marines that were in PaP had a guy wounded when their QRF responded to a bunch of gangsters having a three way firefight near the docks - dude took round crossing the street to get into a position...the Marines I talked to after said it was amazing, because the gang bangers saw him go down and all three sides just immediately broke contact.
 
What a world we live in. Because of current "culture" We can not even talk about solutions anymore. In this case some here may think the only solution is to go in hard power and very robust set of ROE. Almost a re-Colonization but that can not even be discussed. I understand the history and such and the current zeitgeist of all colonization bad. But was everything bad?

Then conversely a different solution, let them sort it out. In the end something or somebody will rise. Then just deal with that.

The option picked is send in African "peacekeepers" (that went well last time) hope for the best. In all cases people will die.

My thoughts....(know they are meaningless) First I think we took the correct stand for the current state of Canada. Not the moral stand but the right one for just Canada. No Canadian will die. No CAF members will be scared physically or mentality. Which is very good.

We did not take the moral, brave, or humanitarian stand. But I'm ok with it in the context of Canada and our place in the world, culture and mindset. But don't be under any illusion we are doing anything "right" in the context of helping you neighbor, nation or world. We are not a nation that step up anymore. I just wish people would admit it. No we are not a "peacekeeper" any more, No we will not spend the 2%, we also will not pick the high ground, and yes we sit at the kids table, and even the other kids are looking to throw out of that. And no Canada is not back and most like never will be.

When I left there in 2004, the UN forces were largely South American - Brazil, Uruguay, Paraguay, Argentina, Chile. The Chinese National Police sent some folks over to teach riot control to the HNP...imagine the look on my face when I ran into them in my UMS and was told who they were and why they were there.

I reckon the ROE might be somewhat liberal - unless the UN restricts it - in which case Uncle Sam might say "fuck you" and not bother.

My guess is it's for the Embassy/NEO sort of stuff - UN will have no say in the ROE. Just as well - they even made the 430 folks doing our helops close the side doors on the Griffons as they didn't want pew pews poking out open doors and looking too aggressive :rolleyes: .

80% of the capital is now held by criminal gangs. An aggressive house cleaning is in order....but what do you do after that? Cosy up to the least "bad" actor? Not a recipe for success.

Its been tried - in Vietnam, Afghanistan and I am sure we could go on and on

They either need to put up someone with the gonadal fortitude to deal with everyone, rake the leaves into a bonfire pit, and slowly fix things...either that, or a larger nation needs to step up and make them a protectorate until they're able to look after themselves again. I don't see either happening anytime soon.
