Another way to look at this:
Goose Bay- It hasn‘t been a "real" CF Base in years- our Allies used it for low level flight training. We currently have under 100 troops there, solely to support Allied training...and the Allies are leaving. The base is basically run by contracted Civilians.
Winnipeg- a HQ, school, and Herc Sqn. They can go anywhere, why have them all alone? If they were on a regular base, they could share all the support services (MP‘s, medical, etc)
North Bay- They have an underground Control facility that rivals Cheyenne Mountain- and are leaving it for Operations topside. Base is small anyway, (iirc >400 pers). If they‘re moving to a regular above ground building, why not move them to another base?
Bagotville- has two fighter Squadrons. Pretty easy to move them as well, no real need for them to be where they are.
While we do need some dispersal to our assets, having entire bases for one tiny unit seems kind of a waste of $$...may as well use the $$ more effectively.
