number of soldiers + number of sailors = 27
Therefore:
x + (4/5)x = 27
(9/5)x = 27
9x = 135
x = 15 (soldiers)

If your group consisted of 1000 people, and only 600 passed, then you could base the difficulty off of that fact. Ten people just isn't enough to determine the difficulty.
