Why not?  I had a CI on staff who had 8 years experience.  He never became CIC because due to many reasons.  He knew the manuals inside out. At any rate - I'm just stating that its possible.

yes, but that is a last case measure.  If there is a CIC officer on the slate (besides the CO), the CIC must hold the TrgO position even though the CI may be more qualified for the position.

Not true in all cases....  If you are a purple trade attached to a green unit, you wear green despite what you wore before.
