is it customary to hold a by election when 6 months later the PM is going to be contesting anyway? Seems like a waste of time to me
No clue. But by elections are still a thing that the PM can do.

Are ridings not entitled to representation? If someone were to step down would it be fine to leave that seat vacant for 6 months?

They are. Its not fine IMO nor is it fine for Senate seats to remain vacant but it is done all the time

Hm, I hadn’t looked before, but the NWT seat has gone Liberal for the last three elections. But it would be a gamble- local ties matter in the North. He was born there but hasn’t been living or involved there. Anyway, I’m sure Liberal strategists are working this one. I kinda figure they’ll pick a rock solid safe seat for him so he can focus on the national campaign.

Halifax is that safe LPC seat.
 
If a general election is called, the by election is cancelled and they’ll vote when the rest of us do.

does this mean that PM Carney cant run for election in a by election?

You might be right. I’m quite confident he’s about to call an election anyway, so it’ll be moot.
