Colours protocol

Im not directly connected to the Forces anymore, so can someone tell me what the official ruling on colours is. The staff college seems to do sunrise and sunset colours, but ASU at the Downsview base dont seem to ever lower the flags.

According to the Canadian Heritage web site the Canadian Flag can be flown at night with out being lit.

Thanks. So its pretty much up to each unit whether they do colours or not.
