Incredible, perhaps many military personnel in the States would not be too happy to learn of this, if their jobs or pay are on the line perhaps due to pay cuts:

In regards to military spending, if the leadership desires to cut costs, would they ever think of removing some of their bases around the world? Perhaps in places that may be considered by some experts to be less strategically important? Does anyone here think that cutting back on foreign bases would be a wise choice? Perhaps it can be said that the living conditions of some of these military officers is too much?
 
The US military is in the process of deactivating units.The media is playing games with this story.US military personnel have a base pay and a basic housing allowance based on locality.If you live in government quarters you do not receive BAH.When you retire you lose BAH entirely.

These men have earned their rank and with that comes certain perks, got a problem with it then I challenge you to work as hard as some of these men do and maybe you could one day be entitled to some of the "perks of the job".  I used to think all Generals did was sit around all day, drinking cognac and smoking cigars.  My perception has certainly changed.

The cognac drinking occurs in the evening.There can be a social event most weekday evenings of one type or another for senior officers,particularly overseas.

Don't worry I am tracking, may have been an Aide-de-Camp once or twice  ;) I think my working title was actually changed to Chief Cognac Procurement Officer :D
 
Why are they leasing houses instead of outright buying the property? Is it cheaper to lease or is there another reason?

Dog Robber in the US Army I believe. The Aide would rob a dog of anything/everything for the General. T6 will know.

My guess for places in Italy and Europe, it would seem the HN owns the property as their seems to be some historical significance to the properties.

These articles appeared in Stars and Stripes, and I asked the Americans I work with their opinion (since a great deal of our conversations revolve around politics and government waste, and comparing Canada and the US).  They had the same sentiments as you.  They have worn a uniform and served for quite a lengthy bit of time, and therefore have earned certain perks and priviledges that come with those stars.

Dog Robber is the correct nickname and reason given. Apparently I spent too muich time reading WEB Griffen novels.
