I think we need a third for sure. But we can do it like the Germans did. Runthe first two for a while, get the list of fixes/changes and then go for a new build 5-6 years on, aiming to have it in the water for year 10 of JSS1. Then JSS1 could go in for a midlife around year 11, 12.

By that time plenty of new CG vessels would be in the water and you could probably adjust for adding JSS 3 to the schedule and not negatively impact the CCG drumbeat to badly.
 
Some interesting discussions here regarding sealift capability, something Canada might want to definitely look into in the far future? I am unsure if it would be better to have the Navy operated dedicated vessels for this capability or have the Canadian Govt simply buy civilian RORO vessels for military use when required?
If the Canadian Government actually lived in the real world. We would probably be purchasing both.

Perhaps along with another nation, run them through a selection program sort of like the Gurkhas. They arrive here and start on the Kingston's for final verification. 10 year service buys you guaranteed citizenship.
