I have seen several foreign police officers taking classes at the Justice Institute of British Columbia (JIBC) where the police academy for BC is run. It was mostly at the senior level and for investigative classes but that may be a place to start.
I don't have any knowledge of a police service...
Oddly enough, this is a fairly common occurrence in Vancouver. And yes, the needle is usually filled with blood and the person usually says it's AIDS contaminated. It happens... at least a couple of times a month... and has for years...

Exactly. The problem is less about keeping those with sex offending backgrounds away from children. It's more about identifying those adults who are sexually abusing children while maintaining 'normal' appearances in society.
What is scarier is there are thousands of predators out there doing the exact same thing as this guy. He needs to be caught and convicted, one being easier than the other.

I hear you. In BC, the standard for the Muni Dept's medics is St. John Ambulance, OFA level 3. Sounds like the mounties have put some good training together though.
They are being worn on the left pocket flap. Centered between the pocket button and the edge of the flap closest to the midline of the body. I hope that makes sense...
