    Regardless what DND policy is the person that authorized and/or arranged the entry and movement of a person without legal status in Canada would be subject to criminal charges. I doubt a CO would take that chance.

    The CF will relocate a person without legal status in Canada? Correct me if I am wrong, relocation is a CF benefit? Whether you cross a border in a plane or car, you still need legal status to live here. My example is extreme, but not an unfair comparison.
