".... The Department of National Defence (DND) requires a qualified service provider that is capable of supplying administration support personnel to provide services to various Units within Canadian Forces.

This requirement will provide expertise to free military positions in CF Bases across Canada including CFBs Gagetown, Meaford, Petawawa, Trenton, and Valcartier. The Bidder must demonstrate the capability to provide all 16 proposed personnel, and must demonstrate that each proposed personnel meet the mandatory requirements listed in the solicitation document.

CONTRACTED AIBORNE TRAINING SERVICES (CATS) PROJECT


Bidders are advised that within Canada only persons who are registered, exempt or excluded under the Controlled Goods Program (CGP) are lawfully entitled to examine, possess or transfer controlled goods. After an in-depth review of the technical requirements for the provision of Contracted Airborne Training Services (CATS), Canada has determined that the upcoming bid solicitation, will include controlled goods information that are subject to the DEFENCE Production Act, R.S. 1985, c. D-1. Therefore, Bidders must be registered, exempt or excluded under the CGP before receiving the complete bid solicitation.

The purpose of this notice is to allow for Bidders sufficient time to register with the CGP

".... BACKGROUND
Since 1985 DRDC Valcartier has been involved in EMBOW decoy test campaigns. These measurements are intended to assess the level of self-protection of aircraft fitted with IR scramblers and decoys against the threat of missiles equipped with autoguidance systems of the same type. The results of these campaigns enable some 10 nations to identify concrete options for optimization in this ever-changing field.

It was during this period that DRDC Valcartier developed PIRATES based on Fourier transform interferometry. This instrument developed for this type of measurement uses an 8x8 element InSb detector to generate a hypersectral image with low spatial resolution and high spectral resolution. One of the benefits of this concept is that the target source is spatially separated
from its background. With this unique concept, PIRATES contributed significantly to the development and optimization of protective systems for Canadian military aircraft. To enhance the efficiency of the instrument, DRDC is currently developing a set of algorithms to spectrally classify the IR signatures of decoys.

With this contract, DRDC will modify and/or develop software to visualize (spectra, total energy, evolution over time, spatial distribution, combination with video) and carry out certain analyses (comparison, segmentation, normalization and simple mathematical operations). DRDC will also develop a database containing previous and current measurements. The database will
be used to establish links between such variables as aircraft type, decoy type, ejection speed, chemical content, tactical effectiveness ...."
