actually, on cadetnet, if you have access, there has been quite a few discussions of this item.
The simplest way is to get some white paracord, and make your own.
It is really quite simple actually, it is just a macrame square knot: http://www.elainecraft.com/instructions/instruc.sq.html
Keep doing this until you have the length you need, tie everything off / melt the ends, and voila, you have a lanyard.
If there are any craft shops near you they will have the cord, or you might even find something appropriate down at your local Revy or Home Depot. In fact, your supply officer should / might even have the NSN to order some.
Basically, the lanyards are not issued whole, you have to make them, from what I understand.
