Question on Conditional/unconditional letter of acceptance from a university in regards to Reserve Officer application.

Asking on behalf of a frustrated Cadet I work with;

He has applied as a Reserve Infantry Officer and slots are available.

Recruiting Office for 39 Brigade stated that the Conditional University letter of acceptance was sufficient. and was completing his file and planning on loading him on course in July.

Letter is from Justice Institute of BC for BESMS (Emergency Management)

He is currently finishing the two high school course that make up the conditional aspect of your letter, which should finish in June. This means it is unlikely he will make this summers course and set him back a year.

Recruiting came back and said, no must be a unconditional letter, despite RMC apparently accepting such letters as sufficient to enroll

Question: Is it really necessary to have a unconditional letter for the position? Any idea of options?
 
The appropriate response to this sort of thing is "show me the reference". Policy not founded in regulation has no standing. DAOD 5002-1 and QR&O 6.01 apply. On the other hand, if he's enrolling RESO, then 5002-8 applies. There is a requirement that the applicant has completed Grade 12 in either case. From what you've written, it appears that they haven't completed grade 12, which could be the real sticking point.
