Question about Section 15.36 QO&R.

The way I read Section 15.36 of the QO&R regarding notice of "Intent to Recommend Release", it seems to imply that it only deals with an NCM who has more than 10 years service. Am I misreading/misinterpreting that or is there another section that deals with someone with less than 10 years service?
 
This article applies to the proposed release of any non-commissioned member who is of or above the rank of sergeant, or to the proposed release of a non-commissioned member who is below the rank of sergeant but who has served 10 or more years in the Regular Force, under the following items of article 15.01

It can apply to MCpl's / Cpl's as well

If you're looking for release of a member because of poor performance or unsatisfactory conduct try 15.01 in the tables item 2.

Release of a Jr NCO under 10 years in happens, not frequently, but it does happen. A MCpl was just recently released because of poor performance and unacceptable conduct, much to the MCpl's surprise. (Yes, the MCpl read their PERs / PDRs and got numerous RW and C&P in the past)
