Quebec PATA leave for 224 days, QPIP - Explaination please

I got a message from MILPAY, according to CBI 205.461 (5), I could only get 224 days for parental benefits.

As long as I do understand, CBI 205.461 (5) (Additional period of entitlement), it's for mother leave.

I read CBI 205.461 (4) (b) (Period of entitlement), it seen this one is for PATA, 259 days. They refuse my request and I have to change to 224 days.

Can someone explain to me WHY they use CBI 205.461 (5) instead of CBI 205.461 (4) (b) ??? I try to understand.

How many days do father have for their leaves?

I send the email directly to milpay about my request with all explanations with CBI and RQAP.
4-5 days later, they call me to explain that they never see this situation before...

anyway, to make it's short. I have full parental leave.
