How Bad does a flood have to be before the government can deploy reserve forces?
Gimli is in danger of flood in Manitoba and the Manitoba Emergency provisions act has been enacted,
high school students are being asked to volunteer, (which I did) to sandbag and all heavy equipment from gimli and surrounding RM's has been requisitioned, now if a flood is suppose to be bad enough to take out Gimli what stops the government from asking the reserves to help?
 
It is called "Aid to the Civil POwer" when the Military is called in to assist a Municipal, Provincial or Federal organization.

"Aid to the Civil POwer"

Humanitarian Assistance to Provinces is termed "Aid to a Lawful Authority".  Aid to the Civil Power has a different meaning - that being the provincial government has lost control of the domestic situation (ie OKA or FLQ crisis).

I'm not sure that I've ever worked so hard in my life, their in a bad way there,you try and sandbag lake winnipeg
diffenantly the qutoe of the day was my buddiues

It probably wouldn't hurt to send some reservists,
