I have left several voicemails and I am now wondering if it would be more effective to just walk in to a office to speak to  a recruiter?

I want to apply to the Canadian Navy but I have way to many questions.

Hi Darwin,

Speaking to a recruiter in person is good and also will allow you to get all the forms that you will have to fill out. If you have a lot of questions, I suggest you write them down so you don't forget any.

Walking into the recruiting center would be your best bet if nobody is answering your calls. I assume people walking in is their main focus. If you plan on applying with the recruiting when you go ask your questions, don't forget to bring all your paperwork (birth certificate etc.) to accelerate your process.
