My application has been closed and I was told to come back in 9mths because I used marijuana 3 mths prior to testing. Is there any chance my application could be reopened upon legalization?

I would say No.  As you used the drug when it was still "illegal". Therefore still breaking the law.

Possibly. My partner's file was closed for the same reason, but they strongly urged him to call the RC once legalization has happened. You never know... don't count on it, but don't write it off.

I finished my application process for ROTP, and I told them honestly that I tried weed over a year ago when it was still illegal.

Do you think this may affect my acceptance rate?
