Don't know what trade of techs you are referring. The techs I know and work with in the EO world use it alot more than you'd think. Mostly Ohms law, and some solid state and digital theory.

Officers wear a cloth badge. It is different than the NCM cloth badge and it is worn with all forms of dress. As for when they get it, I don't know. IMHO, it should be during their phase training, after their EME indoc, whenever that is.
